A Data Platform that grows with the organization

Shared Service Centrum Ons (SSC Ons) plays a key role in the Zwolle region by providing business management services to regional and local governments. In addition to advice, they also provide operational tasks in the areas of ICT, Purchasing & Contract Management and HR services. The increasing demand for up-to-date and reliable insight from multiple partners demanded a robust solution. A modern Data Platform proved key to accelerating data-driven work across the region.

A shared ambition for data-driven work

With 120 employees, SSC Ons supports several municipalities within the region, including the municipalities of Zwolle, Kampen, Dalfsen, Westerveld, Zwartewaterland and the province of Overijssel. The municipality of Kampen already implemented a data-driven strategy themselves and asked SSC Ons to realize a mature Data Platform. This platform had to not only meet their needs, but also be broadly deployable for other partners in the region.

From plan to action: how the Data Platform works

Within a month, the technical basis was ready, after which the first three data sources of Gemeente Kampen were unlocked. This immediately led to valuable dashboards, such as the Case System Dashboard, which gave municipal officials real-time insight into pending cases.

The Data Platform was designed with security and flexibility in mind. Each municipality can connect at a self-selected time, while data sources remain strictly separated to comply with the Baseline Information Security Government (BIO). This ensures security without limiting flexibility.

After implementation, knowledge of the platform was transferred to SSC Ons staff so that they could continue management autonomously and other partners could connect independently.

Concrete results: data services and successful use cases

SSC Ons’ Data Platform now offers various data services to its partners. This helps them to gain experience with data-driven work in an accessible way. By working with actual data and making reports, municipalities quickly discover the added value for their organization.

Concrete examples now being used by municipalities including Kampen they the HR dashboards that SSC Ons offers as a service for their partners’ HR policies, and a Proof of Concept of a data lab within the municipality of Zwolle.
